Abstract

In the paper, the authors suggested a formulation of the problem and mathematical tools of an external effect assessment in the redistribution of natural resources at the regional level. The authors generated a model of optimal redistribution of natural resources within the framework of a compromise according to Pareto.

The model of the factor analysis of an external effect is proposed in the article. For the decomposition of the external effect between the factors, it is proposed to use the method of chain substitutions. The article develops the external effects contingent valuation method worked out by the authors. In the numerical example the possibilities of application of the proposed models and methods are investigated.
