Abstract

The article presents a brief analysis of the development of the risk-based approach application in security. The authors listed and summarized the main legal acts of the Russian Federation, containing definitions of the risk, described the approach to selecting a risk assessment method and justified the use of a probability and impact matrix as a major method in the environmental aspects identification and significance evaluation. The risk calculation formula and approaches to defining the ranges of their distribution according to their significance were specified. The article gives an account of characteristics of the other methods of risk assessment and specified conditions for their application. As a principle of selection of the risk management measures, the authors proposed to apply an “as low as reasonably possible” principle. This principle suggests dividing the calculated risks into three categories and applying the risk management measures with due regard to the acceptability.
