Abstract

The development of the education system cannot take place in isolation from the needs of society, beyond the demands of the region. The regions with the well-developed educational system are more competitive, attractive for investment. In our opinion, at the level of Federal districts, it is necessary to create so- called sector-specific centres for training and retraining of specialists of universities and secondary professional educational institutions in this or that particular region, the applicants should be sent for education there. Currently, higher education restructuring is occurring, the integration of universities into whole national universities from the former sector-specific higher education institutions is taking place. Whether the formation of such large universities is reasonable, whether they will be manageable, and whether they will be cost-effective remains to be seen. As a result of reorganization of the universities the problem of funding will arise.
