Abstract |
In the world the newly rising geopolitical thinking has emerged. The role of geographic resources in the life of the states is exploding along with the demo- graphic explosion. The impoverishment of nature is not yet a major factor in modern wars, but it may be an important cause for future wars. The beginning of the 21st century was unprecedented due to the ability to quickly and cheaply create extremely high-precision weapons based on nanotechnology, which preserve the natural environment. The conventional barrier that di- vided nuclear and conventional weapons for a long time has been destroyed. Modern wars are often al- ready under way even without a declaration of war. The line between peace and war is increasingly blurring. It is predicted that for the next fifty years the world will be much tougher than the world of the Cold War. In this regard, the development of the survival strategies for civilians becomes the new imperative of human geography. The challenges are shown, such as the transformation of the Russian Constitution, the destruction of the biosphere, the emergence of new dangerous biosphere changing impact factors, unsustainable nature of natural resources, lack of control and regulations, the introduction of a new Federal Law “On the development of Siberia and the Far East”, not providing any guarantee, the acceptance of sustainable development of the territories. The proposed and justified strategy of “the geo- politics of the kite”, was to organize a “total” control of the territory as a strategic resource of the state. A norm or standard to be adopted is a standard of a geo-territory. The deviations from the geoecostandard are followed by remediation at the offender’s expense. The strategy of the geopolitics of the kite is a new scientific field, i.e. methodology of standardization of the geo- ecological territory based on algorithmic interactions of natural processes using GIS technology to ensure environmental safety. |
