Abstract

The calculation of nature capital of the Kirov Region has been conducted due to the cadastral valuation of land and other natural resources. Natural capital is considered as resources aggregate value (capitalized rent) of mineral resources, agricultural land, forest and water resources, especially protected natural areas, recreational resources as well as environmental and cultural functions of ecosystems. The natural capital input in the structure of the regional national wealth is determined. The investment attractiveness of the Kirov Region is estimated as the ratio of investment potential and investment risk. Due to calculations of the value of natural capital, its structure and shares in the national wealth of the country and the assessment of investment attractiveness, the main guidelines of economic and environmental policy are formulated for the effective use of natural capital for sustainable development of the region. The main trends of environmental policy include both the current and effective use of the resource part of natural capital (the use of agricultural land, sustainable forest management with an emphasis on the intensive wood processing and more complete use of non-timber forest products, etc.), as well as the strategic guideline of policy to preserve and reproduce the ecological and cultural functions of natural capital (expanding the network of protected areas, increasing the area of recreational territories, maintenance of the ecological potential of the region as a whole and in municipal districts groups).
