Abstract

The main current issues of Lake Baikal protection are analyzed in the article, with the focus on large-scale changes in the coastal zone, the condition of the environmental monitoring system for the unique ecosystem, the past environmental damage elimination of the activity of the Baikal paper mill. The authors state the low level of knowledge of the causes and factors of eutrophication of coastal areas, the impact of the hydrological mode changes on the basic biological processes, the lack of consideration of the Baikal uniqueness in the current monitoring, which do not allow us to make a comprehensive and science-based decisions in the area of Lake Baikal protection, and environmental and socio-economic problems of the region. The estimation for realization efficiency of the federal target program “Protection of Lake Baikal and the socio-economic development of the Baikal natural territory for 2012—2020” has been made and the proposals of the content and organizational changes have been developed. The proposals addressing the priority issues for Lake Baikal protection and the main guidelines of the research and project work to overcome environmental threats have been made.
