Abstract

The article deals with emerging conflicts in the implementation of environmental management projects. The main types of conflicts are given and a principal model for the distribution of a scarce resource is given for the purpose of economic development without conflicts. For the practical solution of the problem of conflict-free distribution of regional development projects between individual territories, a scheme for solving the problem consisting of two stages is proposed. At the first stage, the attractiveness of projects for the development of the region is determined, taking into account a variety of criteria that reflect environmental pollution, the needs of the population, and economic development. The second stage is to solve the problem of optimal choice and conflict-free distribution of projects between the territories. A practical example is given that demonstrates the features of the implementation of the proposed scheme for solving the task.
