Abstract

The paper deals with the main trends and conditions for the implementation of low-carbon development mechanisms at the global and regional levels. The analysis of the state of the low-carbon economy and the implementation of the main tasks associated with its development in Russia, such as improving the energy efficiency of the economy and the reliability of the energy sector, the implementation of renewable energy projects, the creation of the electric car industry and the regulatory framework is carried out. This step-by-step implementation demonstrates the choice of a low-carbon path of development as one of the options for the future develop-ment. The process of decarbonization of economic complexes of the country has started, as evidenced by the development of the guidelines for the quantitative assessement of greenhouse gas emissions and the improvement of the regulatory framework for the emission control. The comparison of the plans and specific tasks of foreign countries in this area and their implementation show a significant backlog of Russia. The steps taken by the government are insufficient for the timely development of a low-carbon economy necessary for a prosperous future.
